E-Waste Reimbursement Grants Announced

Implementation of the e-waste law has resulted in unexpected costs for many municipalities. Thanks to the efforts of NYSASWM, NYSAC, NYPSC and others, the current state budget includes $3 million of grant money that is available to pay for up to 50% of a municipality’s e-waste expenses. Highlights of this recently announced grant program are provided below.

  • DEC has announced the availability of $3 million that is available state-wide to provide up to 50% reimbursement for a municipality’s “covered” e-waste collection/recycling expenses.

  • The window for submitting applications to DEC is very limited – DEC is only going to accept applications during the month of October from October 3, 2016 through October 31, 2016.

  • All municipalities, public authorities, and school districts are eligible to apply for reimbursement if they incurred actual expenses for the collection/recycling of “covered” e-wastes from April 1, 2016 through September 30, 2016 plus estimated e-waste expenses from October 1, 2016 through March 31, 2017.

  • Reimbursement requests are limited to 50% of actual and estimated net costs paid for e-waste collection and recycling from April 1, 2016 through March 31, 2017.

  • DEC will accept the e-waste grant applications on their own or as supplements to a Household Hazardous Waste (HHW) grant application.

  • The applications require documentation regarding pounds of e-waste collected and the costs paid to an e-waste recycler during each quarter covered by the grant application.

  • “Covered” e-waste includes the following:

    • computers such as laptops, desktop computers, tablets and e-readers;

    • televisions;

    • computer peripherals such as monitors, keyboards, mice, FAX machines, scanners, and printers;

    • small scale servers;

    • small electronic equipment such as VCRs, DVRs, portable digital music players, DVD players and projectors, digital converter boxes, electronic or video game consoles including handheld devices, and cable or satellite receivers; and

    • any cable, cord, or wiring accompanying a computer peripheral or small electronic equipment.
