The Cortland-Onondaga Regional Solid Waste Partnership (“Partnership”) between Cortland County, Onondaga County, and the Onondaga County Resource Recovery Agency (OCRRA) is proposed for improvement of municipal solid waste (MSW) management within the two counties. The proposed Partnership includes the use of the existing OCRRA Waste-to-Energy (WTE) Facility, located in Onondaga County, for processing both Onondaga County and Cortland County MSW into energy. In addition, the existing Cortland County Landfill would be utilized for disposal of ash residue from the WTE Facility. The Partnership consists of a number of proposed actions, which will result in the formation of a cohesive system for the management of MSW generated in Cortland and Onondaga Counties.

The Co-Lead agencies have considered the Draft and Final Environmental Impact Statements (DEIS and FEIS, respectively) for the proposed Partnership and developed a statement of findings based on the contents of these documents. This Findings Statement will be considered for adoption by each County Legislature. Adoption of the Findings Statement would serve as the last step in the formal environmental review process. A copy of the Findings Statement being considered for adoption can be viewed by the public here.
