NYSERDA Existing Facilities Program (PON 1219)

Summary:  The New York State Energy Research and Development Authority's (NYSERDA) Existing Facilities Program offers incentives for a variety of energy projects including Pre-Qualified Measures and Performance-Based Incentives.

NEW! Environmental Protection Fund Grants Due 7/12/2010

Summary:  Just as NYS has closed or cut back hours at 51 recreational facilities, there is an announcement of availability of EPF funds.
Parks program: A matching grant program for the acquisition or development of parks and recreational facilities for projects to preserve, rehabilitate or restore lands, waters or structures for park, recreation or conservation purposes. Funds may be awarded to municipalities or not-for-profits with an ownership interest, for indoor or outdoor projects and must reflect the priorities established in the NY Statewide Comprehensive Outdoor Recreation Plan (SCORP).
Historic Preservation Program: A matching grant program to improve, protect, preserve, rehabilitate or restore properties listed on the National or State Registers of Historic Places. Funds are available to municipalities or not-for-profits with an ownership interest.
Heritage Areas Program: A matching grant program for projects to preserve, rehabilitate or restore lands, waters or structures, identified in a management plan approved by the Commissioner. Projects must fall within a New York State Designated Heritage Area.
Acquisition: A matching grant program for the acquisition of a permanent easement or fee title to lands, waters or structures for use by all segments of the population for park, recreation, conservation or preservation purposes. To be used for all three program areas where acquisition is of more importance than development.

Hudson River Valley Greenway Communities Grant Program

Summary:  Financial assistance (approximately $5,000-$10,000) to designated “Greenway Communities” within the Greenway Area. Projects funded under this program include those that relate to community planning, economic development, natural resource protection, cultural resource protection, scenic resource protection, and open space protection. Applications due September 10, 2010.

Hudson River Valley Greenway Compact Grant Program

Summary:  Funding for municipalities that develop, approve, and implement a regional compact strategy consistent with the Greenway criteria and the Greenway act. Applications due September 10, 2010.

Hudson River Valley Greenway Water Trail Grant Program

Summary:  Assistance to launch and camp site owners to help implement the Hudson River Water Trail. Projects include creation of new launches or campsites, potable water, parking and restroom facilities, interpretive kiosks, and identification flags. Applications due September 10, 2010.

Transportation Enhancement Program

Summary:  Transportation Enhancement (TE) funds may be used for direct educational expenses for surface transportation workforce development, training, and education, provided the activity specifically benefits eligible TE activities. For FY 2006-2009: TE funds are 10% of the sum of Surface Transportation Program (STP) funds (after adjustments) plus Equity Bonus funds apportioned through the STP, but not less than the amount apportioned in FY 2005.

Transportation Enhancement activities offer funding opportunities to help expand transportation choices and enhance the transportation experience through 12 eligible TE activities related to surface transportation, including pedestrian and bicycle infrastructure and safety programs, scenic and historic highway programs, landscaping and scenic beautification, historic preservation, and environmental mitigation.

Brownfield Opportunity Areas (BOA)

Summary:  The State of New York Department of State is soliciting grants on a continuous open enrollment for the Brownfield Opportunity Areas (BOA) Program. This program is designed to help communities to foster redevelopment and return dormant and blighted land into productive and catalytic areas while restoring environmental quality. This program provides municipalities and community-based organizations with resources to address local brownfields providing area-wide brownfield redevelopment planning, access to expert environmental and economic analysis, and environmental site assessment for strategic redevelopment parcels.

Upstate Regional Blueprint Fund

Summary:  New York's Upstate Revitalization Fund will invest $120 million in projects that advance local development and small businesses. Awards range from $100,000 to $5 million. Update: The final round's due date has yet to be determined.

Grant Program for Counties to Develop or Update Agricultural and Farmland Protection Plans

Summary:  Any county is eligible to submit an application for funding provided that the county has established an agricultural and farmland protection board and either 1) has not already prepared an agricultural and farmland protection plan or 2) has an approved farmland protection plan that was approved by the commissioner no less that one hundred twenty months (10 years) prior to submitting an application for funding under the RFA.

Municipal Waste Reduction and Recycling Program (MWR&R)

Summary:  DEC is authorized to provide State assistance for capital projects and recycling coordinators for projects that enhance municipal recycling infrastructure.

Household Hazardous Waste State Assistance Program

Summary:  DEC is authorized to provide State assistance for implementing household hazardous waste facilities and programs.

Federal Economic Recovery Funding for Energy Efficiency and Renewable Energy Projects

Summary:  There are various programs currently under review by the DOE through NYSERDA (New York State Energy Research and Development Authority). Contact B&L's Energy Services group to see if funding is available for your energy project.

Solid Waste Municipal Landfill Closure & Landfill Gas Management Systems

Summary:  State asistance is available for municipalities with inactive solid waste landfills or landfills that will be inactive within 18 months of application that have eligible closure costs incurred after April 1, 1993. Projects can also include a municipal solid waste landfill gas management system required to meet the new source performance standards or emission guidelines of the USEPA Landfill Gas Rule. State assistance payments will be used for reimbursement of 50 percent of total eligible project costs (90 percent for municipalities with populations less than 3,500) or $2 million, whichever is less.

NYSERDA FlexTech Program

Summary:  The FlexTech Program seeks customers interested in receiving cost-shared analysis of energy efficiency technical evaluations, process improvement analysis, peak-load reduction studies, energy procurement analysis, and development of peak-load curtailment plans (PLCPs) of their existing facilities as well as combined heat and power (CHP) and renewable generation feasibility studies for implementation within existing facilities. B&L is a FlexTech Consultant. Program currently runs until December 15, 2011.
